
A fundamental new phase in Cuban the past is telling in plain sight. Other than unlike the rest of the world, Washington appears not to notice.
Beneath President Raúl Castro, preserving the rebellion is now about evolution: land reform, property rights, real estate investment, progressive taxation, small businesses, privatization and government lay-offs — a half-million will begin next month, with more to come.
In sensible terms, this means ending the system where everybody is paid but almost no one works, and where the condition doles out a long list of freebies except has little creative tax base to finance its expenditures.
